The 2003 conference theme, Prospecting for Solutions and Golden Opportunities, was appropriate given the event's location in what at one time was the heart of the California Gold Rush:  Sacramento.  

 

The conference addressed a broad range of concerns. Low-income energy hardships are deep and multifaceted, but their solutions offer extraordinary value to those in need and benefit our entire nation. The complex issues and evolving nature of the energy industry, government programs and an unprecedented period in our nation's history demand that we use all our resources to unearth and address the problems that threaten our low-income constituencies."
