Josephine Robinson, the director of the Office of Community Services in the U.S. Department of Health and Human Services, welcomed the nearly 550 attendees to the National Low Income Energy Conference in Nashville. On the left is Jean Ann Fox, Director of Consumer Protection for the Consumer Federation of America, who was keynote speaker for the opening general session; NLIEC Chair Cindy Datig, Executive Director of the Dollar Energy Fund in Pittsburgh, is on the right.
The National Low Income Energy Conference featured three general sessions and 37 workshops, such as this one.
Attendees not only got a chance to listen but also had opportunities to ask questions.
Lunches, general sessions and social events were held in the Cumberland Ballroom at the Nashville Airport Marriott Hotel. In this photo, conferees prepared to hear speakers at Tuesday's keynote luncheon.

Among the highlights of every NLIEC conference are the drawings for gift baskets, awarded for completing workshop and general session evaluations. NLIEC Executive Director David Fox is shown announcing the number of a raffle ticket drawn by John S. Young of American Water at Tuesday's keynote luncheon. Joining them at the dais was Regina Surber, chair of the local planning committee for the conference and Director of Community Services for the Tennessee Department of Human Services. NLIEC Board member Linda Barnes of Entergy Corporation is holding one of the gift baskets, which was donated by Entergy.
Some of the members of the NLIEC Board of Directors got together for a group photo after one of the general sessions. National Low Income Energy Conferences do not focus exclusively on thought-provoking meetings and general sessions. There's fun, as well. A reception called the Sounds of Tennessee on Tuesday evening featured contests, karaoke and even a bit of line dancing. It's safe to say a good time was had by all.

Wednesday's plenary forum provided a venue for the unveiling of A National Study of Ratepayer Funded Low-Income Energy Programs, new project conducted by three nationally respected researchers: (from left to right) Jackie Berger of APPRISE; Roger Colton of Fisher, Sheehan and Colton; and David Carroll of APPRISE. The forum moderator, NLIEC Secretary Ron Grosse, is shown on the right.
The National Consumer Law Center was the recipient of the 2007 NLIEC Achievement Award, which is presented annually to an individual or organization that has demonstrated consistent leadership in championing low-income issues. Energy Analyst John Howat accepted the award on behalf of the NCLC but asked colleague Olivia Wein, a staff attorney for NCLC in Washington and member of the NLIEC Board of Directors, to join him on stage to receive recognition. Howat gave her a hug while they both shared the applause.
The speaker at the 2007 NLIEC Awards Luncheon was the Hon. Ron Jones, a director of the Tennessee Regulatory Authority and chairman of the National Association of Regulatory Utility Commissioners' Consumer Affairs Subcommittee. Jones brought tears to the eyes of some attendees in recounting his personal experiences and sharing his views on why state regulators should be active participants in efforts to make energy and utilities affordable to all American households.
